Ghana program for single intended fathers

Surrogacy for Single Men — Ghana Program: Costs, Legal Process & Timeline

Single heterosexual men can legally become fathers through surrogacy in Ghana. Ghana's Registration of Births and Deaths Act (Act 1027) establishes a clear legal pathway — including a Pre-Birth Parental Order that names you as the child's legal parent before birth. The all-inclusive program costs $83,000 and typically takes 12–18 months. No travel to Ukraine is required.

The Ghana–Ukraine Hybrid: European Medical Standards, African Legal Certainty

Most surrogacy destinations force a choice between high legal certainty (United States, at $160,000–$250,000+) and affordability (grey-zone countries with no formal legal framework). The Delivering Dreams hybrid model is designed to give single fathers both.

Stage Location What happens
Stage 1 — Creation Ukraine IVF with ICSI at a Ukrainian fertility clinic. Access to Caucasian egg donor database. NGS-24 / PGD-A genetic testing on all embryos. Gender selection. No travel required — sperm is shipped by medical courier.
Stage 2 — Transport Ukraine to Ghana Embryos shipped by hand-carry medical couriers at -196 °C. No X-ray exposure. Fully insured international transport.
Stage 3 — Birth Ghana (Accra) Embryo transfer and full pregnancy in Accra. Surrogate lives in agency-controlled accommodation with 24/7 nursing care. Pre-Birth Parental Order obtained. Birth certificate issued with your name.

Ukraine provides European medical standards and access to Caucasian egg donor database. Ghana provides statutory surrogacy law (Act 1027), a clear Pre-Birth Order process, and a legal exit pathway. The result: $83,000 all-inclusive — approximately 40% of a comparable US program.

Legal Protection for Single Fathers: Ghana's Act 1027

Ghana's surrogacy is regulated by the Registration of Births and Deaths Act, 2020 (Act 1027). This is statutory law — not a legal grey zone or a court precedent. Single heterosexual men have a formally defined path to legal parenthood.

Under Section 22 of Act 1027, a single intended father can apply to Ghana's High Court for a Pre-Birth Parental Order. This court order legally names you as the child's parent before the birth takes place. The application must be filed within 12 weeks of the embryo transfer. Upon granting the order, the District Registrar registers the birth accordingly — your name appears on the birth certificate.

How the legal process works

Step What happens When
1 Embryo is transferred to the surrogate in Accra Month 4 of the program
2 Agency files Pre-Birth Order application at Ghana High Court Within 12 weeks of transfer
3 Court grants the Pre-Birth Parental Order naming you as legal parent Around week 12 of pregnancy
4 You travel to Accra to sign the order in person (Trip 1) Approximately 1 week visit
5 Child is born — District Registrar registers birth per the order Birth date
6 Birth certificate issued with your name listed as parent Within days of birth
Important: receiving a Ghanaian birth certificate is a critical milestone, but additional legal steps may be required in your home country to obtain citizenship, a parental recognition order, or other documentation. We strongly recommend consulting a family lawyer in your country of residence before starting the program. We can refer you to relevant contacts in most jurisdictions.

Under Ukrainian law, surrogacy is a legal affordable option for traditionally married couples to have children using their own embryos, or with either an egg or sperm donor. There must be a medical reason you can’t carry a child. You are also able to participate if you have had 4 unsuccessful IVF attempts.
